That the patching is consistent with the specification of the ministry and then what we are also doing is building up the resources within the ministry itself. I am advised that there used to be three crews of five persons within the ministry which gave the ministry the capacity to response more quickly whenever a particular problem was identified. It is done to one and I think its less than five persons.”
